ScoutingBadges.com firstCSP

ScoutingBadges.com's designation of a CSP as a firstCSP is based on information from many sources and references, beginning with Prince Watkins' CSP guide as well as other CSP guides and collectors. We have endeavored to present the first council shoulder patch that was actually issued by a council, leaving out such items as manufacturer's samples, jamboree shoulder patches or restricted issues whose distribution was not generally available to council members. By definition, a CSP would have been issued after the April 17, 1970 BSA National Supply memorandum. Prior to that, such shoulder patches fall under some other designation such as JSP (jamboree shoulder patch) or pre-CSP (often special activity or anniversary patches). Where no CSP exists, and a JSP or special commemoration insignia does - we have included it on the pre-CSP page.

Also included are the museum set from Mt. Baker Area, the Two Rivers commemorative set, the Mayfield County movie commemorative, and the National Sample set, which started it all.

CSPs, or what National Supply referred to as council shoulder insignia, came into being on April 17, 1970 with the issuance of the National Supply memo to Scout executives authorizing the four types of shoulder insignia.

Several councils, however, had issued shoulder insignia, other than the standard red and whites, prior to the National authorization. Since, by definition, CSPs came into being on April 17, 1970, we've elected to call these issues pre-CSPs and have collected scans of some of them below. Like the Direct Service private issues, many of them often appear on CSP checklists and CSP guides, often mixed in with CSPs.

Direct Service BSA (formerly known as Direct Service Council, but now part of BSA's International Division headquartered in the National Office in Irving, Texas) provides services to BSA Scouts and Scouters outside the boundaries of the United States. The Direct Service has issued a number of CSPs on behalf of some overseas communities (Argentina, Egypt, Guatemala, Hong Kong, Indonesia, Kenya, Saudi Arabia, Singapore, Venezuela). Private individuals and units have issued "CSPs" or PISPs (private issue shoulder patches) in the following overseas communities. In at least one case, a Scouter was told not to play up the issue, because "National might not let them recharter." Later, a Scouter dealing in the same issue claimed it was authorized by National. Taking the two claims together, one can see how the market gets manipulated. The truth is, "National" neither polices, nor authorizes such private issues as the ones found on this page. So if your overseas unit is planning a PISP and somebody tells you to keep it quiet, there's a good chance he's just trying to beat you to a very lucrative market among name collectors.

Direct Service: Pakistan	Believed to be issued by Scouters associated with the American School in Islamabad in 1988 or 1989, it first surfaced at the 1993 BSA National Jamboree where four patches were purchased from a Scouter for $5 each. At least one was resold shortly thereafter at a substantially higher amount.		S-1
Direct Service: Pakistan S-1 reproduction	Issued by firstCSP in 1999 to provide a placeholder for collectors and raise money for the endowment funds of the Aloha Council and the Inland Northwest Council. Full details here.		S-1

Direct Service: Qatar	First showed up in1999 with the return of a Scouter from Qatar. It was reported to be issued by a trader. A set of "S-1 and S-2" was privately auctioned on the patch-l discussion list for at least $850. The final price was not revealed. This patch is on the "Chang" list.		S-1

Copper Council tends to be one of the rarer early CSPs. It was also one of the CSPs reproduced and reissued by National Supply after the Council closed. Frank Kern's research has determined that only the brown mesa - yellow lockstitch was ever sold in the Council office. Apparently reorders, reproductions and sales at National Jamborees has resulted in several varieties.

Many of the early council shoulder patches (CSPs) are in demand by collectors seeking to complete name sets. The result (fortunately or unfortunately depending on your perspective) has been fakes and reproductions of tough-to-find CSPs. One of the most often copied CSPs was the Chautauqua County Council CSP. Below are six known versions, starting with the original, of this oft-copied CSP. 		S-1	The real thing. And the only official issue by Chautaqua County Council. It doesn't show well on the scans but the original has a finer, closer stitch smooth looking horizontal background. Clothback.

		S-2	The first repro (left) is a good copy of the Chautauqua S-1. The yellow is a darker golden and the green a bit darker too. Both repros (SA-2 and SA-3) are a bit more open stitched and coarser looking. Clothback.

		S-3	The yellow is better on the SA-3 reproduction but of course the real giveaway is the plastic back. This was issued as part of a fundraiser set of CSPs issued by Allegheny Highlands Council commemorating its predecessor councils.



Phillips Chautauqua fake	Private Issue
		SU-1	The is the Phillips fake. A vertical stitch background gives it away. Clothback.



Chicago Chautauqua fake	Private Issue
		SU-2	The Chicago fake (fat fdl) is obvious when compared to the real or either repro. Its fdl is much fatter. Horizontal background matches original and reproductions but the fat fdl gives it away. Clothback



Skinny Fish Chautauqua fake	Private Issue
		SU-3	The skinny fish issue (also known as the skinny fdl or ugly fdl issue) also has a vertical background which in itself is a giveaway and the hideous fdl distinguishes it from the Phillips fake. Clothback.
